1. Chassis
1.1 General Description
All items/components under Section 4 Chassis shall be equipped from the Chassis OEM and not aftermarket. Any exceptions shall be noted in the submitted quotation.
The fire apparatus shall be built on a Pierce 6x6.1R Wild land chassis with a two (2) door cab. The truck is designed for use on all types of roads, highways, and cross country terrain (road-less environment). These vehicles operate in extreme conditions and temperatures. Major subsystems of the vehicle are: cab, engine, transmission, drive train, suspension, electrical system, pneumatic system, and automatic Central Tire Inflation System (CTIS).
The gross vehicle weight rating shall be a minimum of 60,000 pounds.
The wheelbase shall be no greater than XXX inches.
1.1.1 Motor
The chassis shall be equipped with a Cummins ISL 450 HP six cylinder electronic diesel engine with turbocharger and intercooler. It shall be 2010 EPA compliant. The engine shall be rated at 450 horsepower at 2100 rpm and 1250 ft-lbs of torque at 1400 rpm. The engine shall have a rated speed of 2200 rpm. The engine shall meet or exceed current EPA requirements
1.1.2 Options on the motor
The following items shall be equipped by the Original Equipment Manufacturer, after market alternatives will not be accepted.
A. Motor shall have a 28 volt 140 amp (minimum) alternator.
B. Motor shall be equipped with an OEM engine block heater.
1.1.3 Exhaust System
The exhaust shall be mounted with a vertical tailpipe on the passenger side of the chassis; it shall terminate with an rain cap. The exhaust pipe shall be fully shielded, having shielding extending below the bottom side of the cab and terminating near the DPF to prevent personnel from being burned by the hot pipe.
1.1.4 Exhaust/Motor brake
The engine shall be equipped with an auxiliary engine compression brake and include a dash selector for "off-low-high" with an indicator light to illuminate when the system is turned on. The dash selector shall be within reach of the driver position.
1.1.5 Idle Shutdown Exemption
The chassis shall not be equipped with an Engine Idle Shutdown System.
1.1.6 High Idle, Engine Speed Control Device
An NFPA 1906 compliant Engine Speed Control Device shall be installed to allow an increase in engine speed while the vehicle is parked.
1.1.7 Transmission description
The chassis shall be equipped with an Allison automatic transmission with electronic control, and on-board diagnostics.
1.1.8 Transmission Brake
Not Applicable with specified transmission.
1.1.9 Transmission Cooler
Transmission shall operate within the transmission manufacturer's temperature ratings on all normal On and Off highway operating conditions. A cooler shall be provided if the chassis manufacturer determines it is required.
1.1.10 Transfer Case
The transfer case shall be single speed full time AWD with 30/70 torque split planetary differential. The overall gear reduction shall allow highway speeds of 65 mph and grade climbing ability of no less than 60% at GVWR.
1.1.11 Suspension
The front and rear suspensions shall be independent suspension with upper and lower uneven length control arms that minimize chamber change thru the suspension range of travel. All wheel positions shall have a coil spring and shock absorber. Energy absorbing stops shall be incorporated into the suspension at the extremes of suspension travel. Cable rebound stops are not acceptable. The rear suspensions shall be equipped with anti-sway bars to minimize body roll. The use of the jounce stop as a roll stiffening device is not acceptable. The vehicle ground clearance shall be a minimum of 16 inches measured at the underside of the differential skid plate at highway tire pressure.
1.1.12 Axles
The front axle shall have a minimum ground rating capacity of 18,000 pounds.
The rear intermediate and rear axle shall have a minimum ground rating capacity of 21,000 pounds each.
1.1.13 Brakes
The brakes shall be a full air, anti-lock system with a 130 psi rated air compressor and 30 CFM@2100 rpm. It shall have automatic slack adjusters front and rear and an air dryer system. All synflex air lines that are routed below the frame shall be wrapped with a fire retardant material to protect it from flame and fire embers.
1.1.14 Wheels and tires
The chassis tires shall be Michelin model 16.00 R20 all terrain tubeless radials. The rims shall be steel two-piece with beadlock. One (1) spare tire with rim shall be mounted on the vehicle. The spare tire shall come fully equipped with CTIS valves already installed on the rim, ready for use.
The chassis shall have a Central Tire Inflation System (CTIS) installed. The central-tire inflation system shall be controlled from the driver's seating position.
1.1.15 Fuel tank
The chassis shall be equipped with a 78 gallon diesel fuel tank. The tank shall have a second fuel pick-up for the pump engine. It shall have a pick-up tube approximately one (1) inch from the bottom of the fuel tank and not higher than 2 inches, but higher than that for the vehicle engine fuel system to preclude the pump leaving insufficient fuel in the tank for movement of the vehicle.
The chassis shall be equipped with a 4.5 gallon diesel exhaust fluid (DEF) tank.
1.1.16 Front Bumper, Rear Bumper, and Brush Guard
Vehicle shall be equipped with an OEM front bumper. The bumper shall be modified to allow access to the headlights and off road driving lights without having to remove monitor plumbing or protection. After modification bumper shall be powder coated with OEM color or black.
The vehicle bumper shall have removable protection for monitor and plumbing added that is engineered to not allow impact dragging the front bumper to be transferred to the monitor and plumbing and not significantly diminish the approach angle. This protection shall incorporate a removable skid plate.
Access to the OEM Tow Points shall not be impeded.
Rear Anti-Ride Under Protection - Vehicle shall meet Federal Motor Vehicle Safety Standards for Ride Under Protection. In the past this has been done by fabricating brackets to lower the OEM tow-bar. Other options will be considered.
1.1.17 Tow Points
Front OEM tow points shall be retained. OEM tow pins shall be included.
Rear OEM tow hooks and Pintle hitch shall be retained.
1.1.18 Mirrors
The mirrors shall be the OEM heated / remotely-adjustable mirrors with convex insets.
1.1.19 Cab
Vehicle shall be two (2) door. The vehicle shall be equipped with the following options from the Original Equipment Manufacturer where if offered or added by the builder.
The cab shall have an ergonomically designed instrumentation and a single one-piece windshield with two wiper / washers.
1.1.20 Seating
The front driver's seat and passenger's seats shall be fully adjustable air suspension. The two outboard seats shall have a three-point seat belt. The inboard rear seat shall be a three point ABTS, (All Belts To Seat) seat design.
1.1.21 Cab Door Locks and Windows Mechanism
OEM Manual locks and window mechanism shall be retained.
1.1.22 Steering wheel
OEM fixed steering column is acceptable.
1.1.23 Intermittent Wipers
Vehicle shall be equipped with intermittent wipers by OEM.
1.1.24 Cruise Control
Vehicle shall be equipped with cruise control by OEM.
1.1.25 Air Conditioning and Heating
The chassis shall have OEM cab air conditioning. The controls shall be located in the cab in a location convenient to both the driver and front seat passengers. A stainless steel ember separator shall be installed at the intake port for the cab air.
1.1.26 Stereo
Shall meet Section 5.9
1.1.27 Regeneration Switch
A switch shall be provided inside the cab that shall manually initiate the emissions system regeneration of the Diesel Particulate Filter (DPF).
A switch shall be provided inside the cab that allows the operator to inhibit regeneration events. Pushing the switch once will inhibit regeneration events. Pushing the switch a second time will cancel the inhibit allowing regeneration to occur either automatically or by use of the manual regeneration switch. The regeneration inhibit setting will reset when the ignition switch is turned off.
1.1.28 Courtesy Lamp
Vehicle shall be equipped with courtesy lamp by OEM.
1.1.29 Chassis Electrical
The chassis shall be provided with a 24 volt electrical system from the chassis manufacturer. All additional electrical equipment shall be 24 volt components unless specified in this document.
The chassis shall be provided with a 28 volt minimum 140 amp alternator, and four 12 volt maintenance free batteries, wired for the 24 volt chassis.
1.1.30 Motor Air Intake and Filtration
The chassis shall be equipped with a dual element heavy duty air cleaner. An ember separator located at the air intake snorkel shall be included.
1.1.31 Air Filter Restriction Indicator
If available by OEM as part of the air filter restriction gauge shall be mounted on dash in the cab.
1.1.32 OEM Console
Not Applicable
2. Final-Stage Manufacturer Cab Modifications
2.1 Console
No console is required. At a minimum, overhead space shall be provided for the radios and pump controls (when applicable). It shall be designed in a manner to reduce obstruction of the driver's vision.
2.2 12v power sources
The cab shall have a minimum of four (4) 12 volt 15 amp outlets in the cab.
2.3 Pre-Wire for district Radios
Wiring harness shall terminate inside the cab console with a three (3) foot coil of additional wire for installation of agency mobile radio. All wires shall have a label consisting of; where they are going and positive (+) or negative (-).

2.4 Antenna Leads and bases
Manufacturer shall supply and install two (2) antenna mounts with coaxial cable in the roof of the cab consisting of a brass inch New Motorola (NMO) style Antenna Mount and Double Shielded Coaxial Cable soldiered to the base. The coaxial cable shall terminate in the cab console and have a minimum of four (4) feet of additional cable. The cable shall be routed from the chassis/cab headliner to the console in a concealed manner. All cables shall be labeled as to where they are installed on the roof. A protective Chrome Rain Cap shall be installed on each NMO antenna mount.
The location for the cab roof mounts will be determined by the Government based on the final drawing.
2.5 Radio Installation
One customer provided mobile radio (Make: Bendix King DMH) shall be installed and interfaced with the Firecom intercom system and P.A. system.
Customer shall be responsible for shipping the radio to the vendor. The vendor shall be responsible for radio once received until final acceptance of vehicle.
2.6 Do Not Move Light
Red LED indicator light shall be provided in the cab and shall flash automatically when the ignition switch is on and a lighted compartment door is open, or a cab door is open.
2.7 Map Light
Front passenger seat shall have a LED map light. Map light shall have a flexible neck, adjustable light intensity, and be selectable between red and white light.
2.8 Air Filter Restriction Indicator
If an OEM installed filter restriction indicator is not available vendor shall install an air filter restriction gauge on dash in the cab
2.9 AM/FM/CD Radio
The cab shall have an AM/FM/CD stereo. It shall have electronic tuning, auxiliary input port, clock, and shall include a minimum of two (2) dual cone speakers. This radio shall be integrated into the intercom system. The crew shall have the option of listening through the intercom system and/or over the cab speakers.
2.10 FIRECOM Intercom System
One (1) Firecom3010R Intercom System shall be provided (no substitutes shall be accepted unless consent is given from the NFEP).
There will be three plug-ins installed in the cab with one additional plug provided at the pump panel. Three headsets (1 with radio push-to-talk function, 2 without) will be provided.
The intercom shall be voice activated while the agency radio transmit, shall be push-to-talk. Only the front two headsets shall have the ability to activate the push-to-talk. The system shall be wired to route all audio sources such as stereo, agency radio, and hands-free cell phone through the headsets, An option to bypass the system and allow the stereo and agency radio to function on external speakers shall be incorporated. Two floor mounted buttons shall be mounted to the left side of each seating position in the front of the cab to activate the transmit mode of the agency radio with operator's foot.
2.11 Passenger Side Grab Handle
One (1) Grab Handle will be mounted on the dash in front the passenger front seat. The handle will be mounted in such a way as to extend out toward the passenger. The handle should be similar to the grab handle found in Ford F-350 cab interiors.
2.12 Front Off-Road Lights
Two (2) combination flood/spot off-road lights shall be provided at the front of the vehicle. The lights shall be mounted in a protected location (such as within the front bumper) that permits maximum illumination coverage.
2.13 Windshield Protection Bars
A protection bar/rail shall be installed on or near the "A" post next to the windshield for added brush protection. The bar shall have two vertically mounted bars, one each side of the windshield, and one horizontally mounted bar that extends the entire length of the windshield, and all bars shall extend out a minimum of three inches from the body.
2.14 Air Conditioning and Heating
An ember separator shall be installed at the OEM intake port for the cab air. An additional cooling and heating system will be installed to provide a comfortable environment in the rear seating area. Mounting of condensers on roof of cab will be unacceptable.
2.15 Cab Gear Storage Compartments
Not Applicable
3. Final-Stage Manufacturer Chassis Modifications
3.1 Mud Flaps
Two (2) mud flaps will be installed on rear of apparatus behind rear wheel so that they do not reach the tire when pushed forward. This will prevent the mud flap from being pinched between the tire and objects on the ground while the apparatus is in operation off-road.
3.2 Backup Alarm
One (1) self adjusting backup alarm shall be installed at the rear of the vehicle and have a minimum of 87 dB rating. It shall be energized automatically when the chassis is placed into reverse gear. The alarm shall automatically adjust to maintain a minimum of 5db(A) above ambient noise level to maximum rated output.
3.3 Skid Plates
The OEM steel skid plates shall be provided to protect the axle differentials from hard high centering. The skid plates shall allow the draining of oil without the removal of the skid plate.
3.4 Wheel Chocks
One (1) pair of wheel chocks with mounting brackets shall be provided and mounted one (1) chock per side between the rear and middle axles. Chocks shall be Zico Quick-Choc SAC-44-E.
3.5 Frame Extension
Not Applicable
3.6 Air Horn
One (1) dual air horn shall be mounted as room permits behind the front bumper. The air horns shall be controlled from a DASH switch on the driver's and passenger's side.
3.7 Stainless Steel Wheel Well Liner
Not Applicable
3.8 Fire Wrap
All hoses for Air System, Fuel System and Wiring on the outside of the frame rails or extends below the frame rails shall be covered with in fire wrap lagging.
3.9 Air Outlet
An air outlet from vehicle air tank shall be provided in an area adjacent to the cab.
3.10 Oil Drain Plug
The OEM engine oil drain plug shall be replaced with a Femco No-Spill drain plug. The plug shall come with a quick connect drainer with an angle of 45 degrees.
